The paper provides comments on the final version of the OECD Checklist for Private Sector Participation in Water Infrastructure as released at the V World Water Forum in Istanbul, March 2009.

In analyzing the positive developments and hang-ups of the Istanbul version, it points out its limitations, and refers to some built-in elements of contradiction and to arguments where critical literature has not been taken into consideration.
